Each PC running Windows desktop software needs to have its own full Windows desktop license. There are only two ways to acquire the initial full Windows license on a new PC:

Customers who use their VL agreement to install Windows on a PC without an underlying OS is considered mislicensing.
PCs must first have a full, qualifying* Windows operating system installed before a Microsoft Volume License can be used to upgrade to Windows 7.
The most cost-effective way of obtaining a full underlying license for Windows is preinstalled from the PC manufacturer.
